Fine crossing — head-on in doubt
Course 000°, 12 knots at night. A vessel is fine on the starboard bow at three miles, her course about 190° — ten degrees off reciprocal. You can make out both sidelights intermittently in the swell and the bearing is barely moving. Is this head-on or crossing?
