This is the top of the engineering pathway. Everything below it — QMED, DDE, the Limited grades, the unlimited ladder, OICEW — exists to get you here. Four STCW endorsements, two power bands, all four at management level.
Ask what an engineer on a large yacht actually needs and the honest answer is one line: STCW III/2 Chief Engineer Officer on vessels of 3,000 kW / 4,000 HP propulsion power or more, riding on a national chief-grade endorsement rated for at least 4,000 HP. That is the ticket. This course is how you get it, and what stands in the way.
There is no engineering equivalent of a 3,000 GT ticket
Say this once and be done with it. On the deck side the certificates are titled by gross tonnage — 500 GT, 3,000 GT, unlimited. Gross tonnage is a deck unit. It appears nowhere in 46 CFR 11.325, 11.327, 11.329, 11.331, 11.333 or 11.335. The engineering endorsements are titled on vessels powered by main propulsion machinery of [X] kW / [Y] HP propulsion power. The axis is power, not size. A mate and an engineer standing on the same deck are measured in different units, and there is no conversion between them.

The first pair is regulation III/2. The second pair is regulation III/3. Each regulation covers two ranks and is issued by the Coast Guard as two separate endorsements. So the six STCW engineer officer endorsements at 11.323(a) are: those four, plus OICEW (11.329) and ETO (11.335) — and those last two are operational level.
WARNING — All four Chief and Second Engineer Officer endorsements are MANAGEMENT level Not just the big pair. 46 CFR 10.107 defines the management level as serving as Master, Chief Mate, Chief Engineer Officer, or Second Engineer Officer... and ensuring that all functions within the designated area of responsibility are properly performed. It does not qualify that by power band. The 750–3,000 kW Chief and Second (11.331, 11.333) are management level exactly as the 3,000 kW-plus pair are.
Operational level is OICEW and ETO. Support level is RFPEW, Able Seafarer-Engine and ETR.
The regulatory arithmetic you must not fix
46 CFR 10.107: "Kilowatt or kW means 1 1/3 horsepower"; "One horsepower equals 0.75 kW." So 3,000 kW = 4,000 HP by regulation, and 750 kW = 1,000 HP. Physically 3,000 kW is about 4,023 HP. Do not correct the CFR. Quote the pairs as it writes them — 750 kW / 1,000 HP · 3,000 kW / 4,000 HP · 7,500 kW / 10,000 HP — because every threshold in this course, and every threshold on your certificate, is written that way.
One more definition, and it is the one that decides which of the four you actually need. Propulsion power under 10.107 "excludes thrusters and other auxiliary machinery." Your gensets do not count. Your bow thruster does not count. Lesson 4.1 works out what that does to a yacht.
