Management level, 10.107: "ensuring that all functions within the designated area of responsibility are properly performed." At three in the morning, with the boat dark and the guests awake, that sentence has a very short meaning: the decisions are yours alone.
The three that matter

Loss of propulsion
The engineering problem is one thing. The navigational problem is another, and it belongs to the bridge — but only if they know. The first action is not diagnostic. It is a phone call. Tell the bridge what you have lost, what you still have, and — the hardest number to give and the only one they need — how long.
"I don't know yet" is an acceptable answer. Silence is not. A bridge team that finds out from the sound of the engines has lost the minutes that mattered.
Blackout
Restoration is a sequence, and the sequence is not negotiable. Emergency source. Then the services the plant needs to start: cooling, lube oil, starting air, control power. Then the plant. Then the hotel load — and not before, however loudly it is being asked for.
WARNING — The fault that caused the blackout is still there A generator that trips and is put straight back on the board without anyone establishing why is a second blackout with a delay on it — and the second one usually happens at a worse moment.
Find the cause. Then restore. If you cannot find the cause, restore with that stated explicitly to the master, and do not let the pressure of a dark boat make the decision for you.
Engine room fire
Every engineer knows the drill: boundary cooling, ventilation, closures, fuel shut-offs, and then the fixed system. What no drill can hand you is the judgement about the moment — the point at which the space stops being a place you fight from and becomes a place you seal.
Discharging the fixed system means the space is lost and everyone is out. Both halves of that sentence are the chief's responsibility, and the second half comes first. You account for every person before anything is released. Every time. Without exception.
Why the Coast Guard asks for Advanced Firefighting
11.201(h)(2)(iv): every national officer endorsement for engineers requires Basic and Advanced Firefighting — right down to the DDE at 1,000 HP. The deck side below 500 GT ocean needs only basic (11.201(h)(3)). The engineering entry bar is materially higher than the deck one, and this lesson is why.
CAUTION — Revalidation — sea time is not enough 11.302(d) and 11.303(d): the Coast Guard will "only accept evidence of approved assessments conducted ashore" for the physical elements — SCBA in smoke-filled spaces, live fire with fog, foam and dry chemical, firefighting with dangerous goods, and organising and training fire parties.
Basic Training and Advanced Firefighting revalidate every five years, and the practical elements must be done ashore. The 'one year of sea service in the last five' route covers only the other elements. Book the refresher.
That last item on the list — organising and training fire parties — is the management competence. It is not about the nozzle. It is about the department that arrives holding it. Build that department on a quiet Tuesday, because you will not be building it at three in the morning.
