Entry & progression
Entry: you hold the OICEW. Progression: keeping it is a separate discipline from getting it. The thing nobody tells you: sea time alone will not revalidate your safety certificates.
1. The renewal condition — 46 CFR 11.329(c)
NOTE — Validity on or after 1 January 2017 For an OICEW endorsement to be valid on or after 1 January 2017, the holder must have completed Engineroom Resource Management (ERM) and leadership and teamworking skills.
If your endorsement predates the requirement, those two items are the gap you have to close at renewal.
Leadership and teamworking skills is the operational-level version. The management-level sections above ask for leadership and managerial skills — a different, heavier item. Do not assume one covers the other.
2. The five-year safety clock
Basic Training and Advanced Firefighting revalidate every five years. That much most people know. What most people do not know is how narrow the sea-time route to revalidation actually is.
WARNING — 46 CFR 11.302(d) and 11.303(d) — sea time alone is NOT enough For the listed practical elements, the Coast Guard "will only accept evidence of approved assessments conducted ashore."
The elements are: donning an immersion suit; righting an inverted liferaft; jumping into the water from a height; using self-contained breathing apparatus in smoke-filled spaces; live fire fighting with fog, foam and dry chemical extinguishers; fighting fires involving dangerous goods; and organising and training fire parties.
The "one year of sea service in the last five" route at 11.302(c) and 11.303(c) covers only the other elements. It does not touch these.
Read that list again and notice what it has in common. Every item on it is a thing you cannot demonstrate on paper and cannot fake. You either got into the water in a suit, or you did not. You either put on a set and went into the smoke, or you did not. The Coast Guard has decided those are not things a sea service letter can vouch for — and it is hard to argue.
What that means in practice
It means that an engineer who has been at sea continuously for five years, on a well-run vessel, with monthly drills and a full training record, still has to go ashore and sit the approved assessments for those elements. Sea time reduces what you have to redo. It does not eliminate it.

CAUTION — Book it before it lapses, not after Approved refresher assessments fill up, and a lapsed safety certificate can hold an entire renewal application. Diarise the five-year dates from the day the certificate is issued, and confirm the current renewal requirements against the NMC — the routes and evidence do change.
