Surveys, class, port state and the manning determination

Chief engineers spend more time on paper than they expect to — because the paper is how the machinery's condition is **communicated to people with the power to stop the vessel**.

WARNING — Read 15.825(a) again — there is no commercial qualifier 46 CFR 15.825(a) requires an engineering watch officer on "any mechanically propelled, seagoing, documented vessel of 200 GRT or more." It does not say "commercial." It does not carve out pleasure vessels.

Do not tell anyone that a private US-flagged yacht needs no licensed engineers. That statement is not supportable from the primary text. Whether and how the Coast Guard enforces this on private yachts could not be confirmed and is not asserted here. Present the requirement and send the question to the cognizant OCMI, who is the person who will actually answer it.

Class and statutory — two different jobs

  • Class certifies the vessel against the class society's rules — structure, machinery, systems — and runs a survey cycle to keep the certificate alive. Class is a technical standard and a commercial relationship. Class can suspend your class.
  • Statutory work is done on behalf of the flag state, often by the same class society under delegation. It is the law of the flag, not the rules of the society. The flag can detain your ship.
  • Port state control is the receiving state checking that your certificates match your ship. It does not issue your certificates. It can hold you alongside until you fix what it finds — which is the only sanction that matters on a Friday afternoon.

What a chief engineer actually does about it

Surviving the survey and the inspection

  1. Know your certificate dates. Every one of them, with the survey windows, in a list you personally maintain.
  2. Run the defect list as a live document. Open, owned, dated, and reported. A known defect that is written down and reported is a managed risk. The identical defect undocumented is a finding.
  3. Make the records match the plant. The inspector's fastest route to a deficiency is a maintenance record that does not match what they can see. Falsified records escalate a technical finding into a criminal one.
  4. Attend the survey yourself. Do not send a junior to represent the department to class.
  5. Test what will be tested — emergency generator, emergency fire pump, steering gear, quick-closing valves, remote stops, alarms and trips — before the surveyor asks, not while they watch.
  6. Close findings in writing, with evidence, and keep the correspondence.

Get them from your class society, your flag administration and the vessel's technical manager. For a US-flagged vessel, the cognizant OCMI is the authority on the COI, on manning, and on what will be inspected.

One more thing chiefs forget. The manning determination is a conversation you are allowed to have. If the plant has changed — new machinery, a changed route, more complexity — the number of engineers on the COI is not a law of nature. An OCMI determined it, and an OCMI can determine it again. Ask.
