The chief engineer, and the relationship with the master

As chief engineer you own the machinery. Not the maintenance of it — the state of it. Whether it runs, whether it is safe, whether it will still be running at the end of the voyage, whether it complies, whether the people working on it are competent to do so. You do not get to say that nobody told you.

Entry & progression

The EC3 is a command certificate. Not of the vessel — of the plant. The step from watchkeeper to chief is a step in accountability, and it is not the same job with a better title.

What the job actually consists of

  • The condition of the plant — planned maintenance, defect management, spares, and the honest record of what is deferred and why.
  • The safety of the space — isolation, permits, hot work, enclosed spaces, and the competence of anyone you allow to work down there.
  • Compliance — surveys, certificates, pollution prevention records, and the engineering elements of the safety management system.
  • The people — training the crew who will be your fire party, and being the person who says no.
  • Advice to the master — accurate, timely, and unwelcome when it needs to be.

The master commands. The chief advises — and the advice must be true.

The master has command of the vessel and is responsible for its safety. The chief engineer is responsible for the machinery and is the master's technical adviser. Those two facts are not in tension until the day the master wants to sail and the machinery is not fit to go — and then they are the whole of your professional life.

In that moment your obligation is simple and it is not comfortable. Tell the master, clearly, in plain language, what is wrong, what the consequence is, and what you recommend. Do not soften it because the schedule is tight. Do not overstate it to win the argument, either — a chief who cries wolf loses the ability to be believed on the day it matters. Say what is true, say what it means, and put it in writing.

TIP — "The main engine is unsafe" is not a technical statement. It is a decision. Give the master facts and consequences, not conclusions: the number three cylinder exhaust temperature is 80 degrees high and rising, I believe the injector is failing, if we run at full power I expect a piston failure within the day, I recommend we reduce to half power or stop and change it. That gives the master something to command with. "She's not right, skipper" does not.

Saying no

Sometimes the answer is no. The machine is not safe to run, the job is not safe to do, the person is not competent to do it. A chief engineer who cannot say no is not doing the job they are certificated for, and the certificate is precisely what gives them the standing to say it.

Record it. A defect reported verbally to a master who then sails is a defect that never existed, once the investigation starts. Write it in the engine room log, report it through the safety management system, and keep your own copy. That is not distrust of your master. It is the ordinary discipline of a regulated profession.

The relationship, on a good ship

None of the above should read as adversarial, because on a well-run vessel it is not. The master and the chief are the two people aboard with a professional obligation that outranks the schedule, and they should be each other's closest ally. Brief the master early, brief them often, and never let them learn about a problem from somebody else.
