Operating and overseeing
- Understand HV generation, distribution, switchgear, transformers and the protection systems.
- Operate the switchgear correctly, including the switching and paralleling procedures.
- Respond to HV faults, the operation of the protection, and blackout recovery.
- At management level, oversee the authorisation, the permits, the maintenance and the competence of those working on HV.
At operational level the engineer understands and operates the HV plant — the generation, distribution, switchgear and protection — following the switching and paralleling procedures exactly, and responding correctly to faults and to a blackout. At management level the emphasis shifts to control: ensuring that only authorised, competent persons work on HV, that permits and procedures are enforced, and that the maintenance keeps the system safe. HV safety is above all about control — of who does what, under what authority — and the senior engineer owns that control.
NOTE — HV management is control At management level, HV safety is largely about control: only trained, authorised persons operate the system, under permits and procedures that the senior engineer enforces. The technical knowledge matters, but the control is what prevents the accident.
WARNING — Know the blackout recovery A blackout on an HV-powered vessel removes propulsion, steering and services at once. The engineer must know the recovery procedure to restore essential power, steering and propulsion quickly and safely.
