Why refresher training exists
The Manila amendments to STCW introduced a requirement for seafarers to demonstrate, at intervals (typically every five years), that they have retained the key safety competences — because a skill learned once and never used again cannot be relied on in an emergency years later. The competences that must be refreshed are the practical, perishable, life-safety ones: personal survival techniques, fire prevention and fire fighting, and, for those who hold them, survival craft and rescue boats, and advanced fire fighting. The refresher is demonstrated in approved practical training, not merely by reading, because the point is to prove the skill still works under pressure.
