The supporting requirements — citizenship, firefighting, modes and credits

This lesson sets out the supporting requirements every engineer applicant must satisfy: US citizenship with no exceptions, mandatory Basic and Advanced Firefighting at all grades, recency and medical standards, the one-third propulsion-mode rule, how to add a mode later, and the deck-service credit limits for Limited grades.

Entry & progression

Service is only half the application. US citizenship is mandatory (11.201(d)). Both Basic and Advanced Firefighting are mandatory for every engineer (11.201(h)(2)(iv)). One-third of your service must be on the mode of propulsion you are asking for (11.502(a)).

Citizenship — read this first

WARNING — 46 CFR 11.201(d) "No officer endorsement may be issued to any person who is not a citizen of the United States."

The only carve-out in the section is OUPV on non-US-documented vessels — a deck ticket. A non-US citizen cannot obtain any USCG engineer officer endorsement. There is no exception, no waiver and no workaround. Most yacht crew are not US citizens. Establish this before you spend a single hour building service toward a grade you cannot be issued.

Firefighting — the engineering bar is higher than the deck bar

11.201(h)(2)(iv): all national officer endorsements for engineers require Basic AND Advanced Firefighting — STCW VI/1 and VI/3, Tables A-VI/1-2 and A-VI/3 — within the past five years, or with evidence of maintained competence. Deck licences below 500 GT ocean need only basic firefighting (11.201(h)(3)). Engineers get no such relief, at any grade, right down to DDE of vessels under 1,000 HP.

And the refresher is not something sea time can buy off. Under 11.303(d) the Coast Guard will only accept assessments conducted ashore for the practical elements — SCBA in smoke-filled spaces, live fire with fog, foam and dry chemical, firefighting with dangerous goods, organising and training fire parties. Advanced Firefighting revalidates every five years, in a burn house.

The rest of the supporting stack

  • First aid and CPR — 11.201(i). Required for all original officer endorsements. Engineers get no exception; the exceptions in the CFR are deck-only.
  • Recency — 11.201(c)(1): at least 3 months of the required service within the 3 years immediately preceding the date of application.
  • Medical certificate — valid 12 months (11.201(f)(2)). TWIC. Drug test (46 CFR 16.220).
  • Approval for examination is valid 1 year — 11.201(j)(2). Do not let it lapse.
  • An orally assisted examination may be requested for any engineer endorsement limited to vessels under 200 GRT (11.201(j)(1)(i)) — but the endorsement is then limited to the route and vessel type on which the majority of the service was obtained.

The one-third propulsion-mode rule — 11.502(a), verbatim

NOTE — 46 CFR 11.502(a) "For all original and raise of grade of engineer endorsements, at least one-third of the minimum service requirements must have been obtained on the particular mode of propulsion for which the applicant seeks endorsement."

Modes are steam, motor, or gas turbine — or all modes (11.501(d)). They are qualifications carried on the endorsement, not separate credentials. For Assistant Engineer-Limited that means at least one year of the three on the mode you are asking for. For Chief Engineer-Limited, at least twenty months of the five years. Most yacht and small-commercial engineers are pure motor, and that is fine — but it does mean the endorsement comes out motor-only.

Adding a mode later — 11.502(b)

Any one of the following will add a mode to an endorsement you already hold:

  1. 4 months as an observer on vessels of the new mode
  2. 4 months as an engineer officer at the operational level on the new mode
  3. 6 months as Oiler, Boiler Technician/Watertender, or Junior Engineer on the new mode
  4. Completion of a Coast Guard-approved training course

Deck credit — 46 CFR 11.504

Toward the Limited grades and DDE, deck service is creditable up to 25% or 6 months, whichever is less. That is the number for this course. It is not the number for other rungs — Third Assistant Engineer allows 3 months, STCW OICEW allows 3 months, STCW Chief Engineer 750-3,000 kW allows 2 months. Do not carry one figure across.

CAUTION — Pull the current NMC checklist The CFR is the controlling authority and it is cited throughout this course. But the NMC publishes an application checklist for each endorsement, and that checklist is what the evaluator actually works from. Download the current one for your grade at the point of applying — not the one a school handed you two years ago.
