Learn this before anything else in the course. The STCW Second Engineer Officer is not the US Second Assistant Engineer. It is the US FIRST Assistant Engineer — the number two of the department. Get it backwards and the whole pairing table stops making sense.
Two credentialing systems, two vocabularies, and one word that means different things in each. The American national ladder counts downward from the chief: First Assistant, Second Assistant, Third Assistant. The STCW convention counts the ranks of the department: Chief Engineer Officer, then Second Engineer Officer, and below them the officer in charge of a watch.
What the STCW Second Engineer Officer actually is
The number two of the engine department. The person who runs the plant day to day, who deputises for the chief, and who steps up when the chief is off the vessel. In the US merchant fleet that person is the First Assistant Engineer.
WARNING — This is the single most common error in this area "STCW Second Engineer Officer" reads like "Second Assistant Engineer." It is not. The STCW 2EO sits directly under the chief. The US Second Assistant Engineer sits two rungs down. If you assume the names line up, you will read the pairing tables backwards, plan your sea service against the wrong rung, and arrive at the NMC with a file that does not work.
The proof, from the regulation itself
Do not take it on trust. Table 1 to 46 CFR 11.327(d) lists the national endorsements that admit a holder to the STCW Second Engineer Officer endorsement, and the additional sea service each one needs. The First Assistant Engineer entry requires none. Zero. No additional service at all.

A US First Assistant walks straight in. The regulation treats the two as the same professional standing — because they are. (The table also admits the Second Assistant with no additional service, which is a separate oddity we deal with in Lesson 2.2. It does not change the point: the rank the STCW 2EO corresponds to is the First Assistant.)
Three more places the same fact shows up
- 10.107, management level. The definition names exactly two engineering ranks — Chief Engineer Officer and Second Engineer Officer. If the 2EO were the third officer down the chain it would not be management level at all. It is the deputy.
- 11.325(a)(1). The chief's 36 months of OICEW service is "reduced to not less than 24 months" if the applicant has served 12 months as Second Engineer Officer on ships of 3,000 kW / 4,000 HP or more. The rung directly beneath chief earns the reduction.
- 11.331(c). A Second Engineer Officer qualified for 3,000 kW or more may serve as Chief Engineer Officer on a 750–3,000 kW vessel, "provided the certificate is so endorsed." You do not hand the small-boat chief's job to the department's number three.
How to hold it in your head
STCW counts the department. The US counts the assistants. The chief is the chief in both. Below him, STCW's Second Engineer Officer and America's First Assistant Engineer are the same job wearing two names. Everything below that — Second Assistant, Third Assistant — is a watchkeeping officer, and its STCW counterpart is OICEW.
Write it on the inside of your locker if you have to. Every table in Module 2 depends on you having this the right way round.
