Table 1 to 46 CFR 11.327(d). The assistant grades' door. First Assistant: none. Second Assistant: none. Third Assistant: 12 months. And a genuine internal conflict in the CFR that we are going to flag rather than pretend away.

Read it as a map, not a menu
The First Assistant enters with nothing owed — because the two ranks are the same rank. The Third Assistant and the Assistant Engineer-Limited, both a real distance below, each owe 12 months. The Coast Guard is charging you for the gap between where you stand and where the STCW 2EO stands, and the price is exactly what the distance is worth. That internal logic is the tell. Where the price is zero, the ranks are equivalent.
CAUTION — An internal tension in the CFR — flagged, not resolved 46 CFR 11.301(d) lists only Chief Engineer and First Assistant Engineer as the national feeders for management-level STCW endorsements. But Table 1 to 11.327(d) admits the Second Assistant Engineer and the Third Assistant Engineer — the Second with no additional service at all.
The two provisions do not agree. Our position, and the one to work from: the tables are the operative entry paths. They are specific, they are current, and they are what the NMC evaluators apply. But do not assert that 11.301(d) is exclusive, and do not build a career plan on the Second Assistant route without confirming it with the NMC in writing first.
Ratings do not climb this ladder
11.301(b)(1), and it is short: "Service as a rating will not be accepted to raise of grade from the operational-level to management-level STCW endorsements." Your QMED time built the ladder underneath you. It does not carry you across this particular step. From OICEW upward, the Coast Guard wants officer time.
What you do not have to repeat
NVIC 15-14, Enclosure (1), 2.d: "Operational-level training and assessments are not required if the mariner holds or has previously held an STCW endorsement as OICEW for 750 kW / 1,000 HP or more for the sought after propulsion mode."
Note the tail: for the sought after propulsion mode. If you held OICEW on motor vessels and you are now chasing management level on steam, the exemption does not travel with you across the mode boundary. Propulsion mode is a live constraint on the STCW side as well as the national one — Lesson 4.2.
So: assistant grades enter here. Chief grades enter at 11.325. And both tables sit behind the same 4,000 HP wall, which is next.
