There are two entirely different populations of people who become ETOs, and they arrive at the same certificate from opposite directions. Work out which one you are before you plan anything.
Door one — the electrical trade
You hold an Australian electrical trade certificate, or an Australian Recognised Trade Certificate equivalent. You are a sparky. You came up through a domestic apprenticeship, you have wired switchboards and chased faults, and the maritime world is new to you.
This is the door most ETOs walk through, and it is worth understanding why. The electrical craft in an ETO's job is the hard part — the part that takes four years to build and cannot be taught in a semester. The seagoing part can be added on top. The trade cannot be faked underneath.
Door two — the engineer officer
You already hold an Engineer Watchkeeper, an Engineer Class 2, or an Engineer Class 1 certificate — or a foreign equivalent AMSA recognises. You are already an engineer officer. You know the ship. What you are adding is depth in the electro-technical discipline.
This is the door AMSA is describing on its Engineer Class 1 page when it says that with further sea service and study an EC1 holder can qualify for an ETO certificate. The engineer certificates already carry 'electrical, electronic and control engineering duties' in their entitlements. The ETO makes that the whole job rather than one bullet in a list.

Why this matters more than it looks
It matters because the two populations need completely different training, and the approved course has to serve both. A sparky arriving from shore needs the vessel: how a marine switchboard differs from a building's, why an earth fault on an insulated (IT) distribution system does not trip anything, what a blackout does to a ship at sea. An engineer officer arriving from the engine room needs the depth: variable frequency drives, harmonics, programmable logic controllers, high voltage discipline.
It also matters commercially. Yacht managers and crew agencies routinely conflate 'the electrician' with 'the ETO'. They are not the same thing. An electrical trade certificate is one of two ways to start toward an ETO — it is not an ETO, and it is not a certificate of competency at all.
CAUTION — There is one thing this lesson deliberately does not tell you AMSA does not publish an AQF course title for the STCW engineer certificates — none appears on any AMSA engineer page or in Marine Order 72. So when an approved course is required, we name the requirement and not a qualification code.
If a training provider quotes you a course name, that is the provider's product name, not AMSA's. Ask AMSA directly whether the specific course is approved for the ETO certificate, and get the answer in writing before you pay a deposit.
Both doors open onto the same corridor. What differs is which half of the job you already own, and therefore which half the course and the sea service have to build.
