Surveys, the certificate of operation, and the SMS

This lesson explains how the certificate of survey and certificate of operation define what an Australian domestic commercial vessel may do, how both must be satisfied alongside the crew ticket, what the chief engineer must prepare for survey, and how the SMS functions as a live operational and evidentiary record.

A vessel's paperwork is the machinery's second life. Certificates say what the vessel may do; the safety management system says how it will be done. As chief, you own the engineering half of both.

An Australian domestic commercial vessel operates under the National Law. Two instruments define what it is allowed to do: a certificate of survey, which describes the vessel and the conditions under which it has been found fit, and a certificate of operation, which describes the operations the owner is permitted to conduct with it.

CAUTION — Survey intervals and certificate conditions are vessel-specific — get them from AMSA Survey cycles, the scope of each survey, out-of-water intervals and the exact conditions attached to a certificate depend on the vessel's class, service category, age and history. They are not something to take from a course, from a previous chief, or from the vessel next door. Read your own vessel's certificates, and confirm the survey requirements that apply to it with AMSA. Anyone who tells you a single universal interval is guessing.

What a certificate does not do

Here is the point most engineers miss. Passenger numbers, crewing, and operating area are set by the vessel's certificates — not by your ticket. Your EC3 says what you are permitted to do. The certificate of operation says what the vessel is permitted to do. Both must be satisfied, and the more restrictive one governs.

So a vessel certificated for a limited operating area does not become an EEZ vessel because the chief engineer holds an EEZ-capable ticket. And a vessel certificated to the EEZ cannot be run there by an engineer whose ticket does not reach that far. Two documents, both binding, and the crew ticket is only ever half the answer.

Preparing the engineering side for survey

  1. Read the last survey report and confirm every recommendation and condition has been closed out.
  2. Have the records ready: planned maintenance, defect list, oil analysis, pollution prevention records, drill records.
  3. Test what the surveyor will ask you to test — before they arrive. Emergency generator on load, emergency fire pump, bilge alarms, quick-closing valves, remote stops, steering on both systems and emergency control.
  4. Present the deferred defects honestly, with your reasoning and your plan.
  5. Walk the space yourself, with a surveyor's eyes: guards, insulation, lagging soaked in oil, temporary repairs that became permanent, missing labels.

The safety management system

The SMS is the vessel's own written description of how it manages its risks: the procedures, the maintenance regime, the emergency plans, the drills, the induction of new crew, and the reporting of hazards, incidents and near misses. It is not a shelf document. It is the document a court will read after an incident and compare, line by line, against what the crew actually did.

  • The engineering procedures in it are yours. If they are wrong, out of date, or describe a plant this vessel does not have, that is your defect to fix.
  • Inductions are yours to give for anyone entering the machinery space.
  • Drills are yours to run for engine room fire, blackout and flooding.
  • Near misses get reported. Not just accidents. The near miss is the free lesson.

There is a second reason the SMS matters to you personally. AMSA's evidence requirements for near coastal sea service accept an SMS with a signed induction as proof that you were aboard. The document that keeps the vessel safe is also the document that proves your career happened.
