Entry & progression
Chief Engineer-Limited requires two years as an engineer officer while holding an engineer officer endorsement (11.518(a)). Those two years are where you learn this — and nobody will teach it to you explicitly.
The department you are likely to have
On a vessel inside the Limited grades' tonnage band, the engineering department is small. You may have one assistant. You may have a rating. You may, on a bad day, have a deckhand who is willing. Everything that follows has to work at that scale — not at the scale of a textbook engine department with a full watch bill.
Delegation, and the thing you cannot delegate
- Delegate the task. Somebody else can pull the filter, take the sample, walk the round.
- Delegate the authority to do it properly — including the authority to stop and say it is wrong.
- You cannot delegate the accountability. If the job was done badly, that is your job done badly.
- Verify proportionally. Check the new person's work closely. Check the experienced person's work on the jobs where being wrong is unrecoverable. Do not hover over everything; you will teach nobody anything and you will exhaust yourself.
Briefing a job
Before the spanners come out
- State the objective. What are we trying to achieve, and how will we know it worked?
- State the hazards. Stored energy, hot surfaces, pressure, electrical, entanglement, confined space.
- State the isolations. What is locked out, by whom, and who holds the key.
- State the roles. Who does what, who is watching, who calls a stop.
- State the stop condition. What would make us abandon this job and reassess?
- Ask for questions — and wait long enough for the quiet person to actually ask one.
WARNING — Anyone may stop the job The most junior person in the machinery space must know that they can stop a job, without explanation, without penalty, and that they will be thanked for it. If that is not true in your engine room, you do not have a safety culture — you have a hierarchy, and hierarchies kill people in confined spaces.
Engineroom resource management
The STCW competence framework calls this Engineroom Resource Management, and it is a required element of the approved training for operational-level engineers under 46 CFR 11.329(a)(4). It is not a soft subject. It is the discipline of using every resource in the space — including the person who is junior to you and can see something you cannot.
The failures it exists to prevent are the ones that recur endlessly in casualty reports: fixation on one hypothesis while the real fault develops elsewhere; the authority gradient that stops a junior from speaking; the assumption that a task was completed because it was assigned; the loss of situational awareness during a distraction.
Working with the deck department
The bridge does not know what your plant can do, and you do not know what the bridge is planning. Both of those are fixable, and neither fixes itself. Tell them, in advance and in plain language, what you need: notice before manoeuvring, notice before a heavy electrical load, notice before an anchor operation. Ask them, in return, what the day actually looks like.
TIP — The best chiefs are the least surprising Predictability is the whole trick. A department that knows what is coming, in what order, and what happens if it goes wrong, will absorb a genuine emergency far better than a brilliant improviser working alone.
