What the OICEW is

The Officer in Charge of an Engineering Watch — **OICEW**, STCW III/1 — is the first STCW engineering endorsement. Everything above it is built on it. The Second Engineer Officer sections at 11.327 and 11.333 both begin by counting **months of service as OICEW**. If you want an STCW engineering career, this is where it starts.

What an assessment actually is

The STCW system does not take your word for it. It does not take your employer's word for it either. Every competence in the STCW Code has to be **demonstrated**, observed by somebody qualified to judge it, and signed for. That signature is the assessment.

The ETO stands alone

Everything you learned in Module 1 said the same thing: the STCW endorsement stacks on top of a national one. 46 CFR 11.201(a) — *"An applicant for any STCW endorsement must hold the appropriate national endorsement **unless otherwise specified**."*

The ETO is a free-standing endorsement, but it is not a cheap one. The sea service at **46 CFR 11.335(a)(1)** is substantial, and the seagoing component is heavier than the OICEW's structure suggests at first glance.
